I've been listening to P!nk's "F***ing Perfect" for about....mm...24 hours straight. That's where the Perfect thing comes from. This thing took me like, two hours to actually draw. I couldn't decide how I wanted to do it, so...yeah...The shading is kinda sloppy.
I thought that if Italy was portrayed as an angel, he might be a type of...savior...? I don't quite know how that'd work in with HetaOni. In all honesty? I was looking for an excuse to draw Italy with his white flag and blood, and wings. *nods* Yup, yup.
I suppose it's up to you to decide what it means.
However, I do know that the kanji in the middle (the longer one) means "game over." The one below that says "perfect" and the one below that, any Hetalia fan should recognize, is "Italy." "Game Over, Perfect Italy."

my thoughts about the wings and the bloody flag:
Italy tried so hard to get the others out of the mansion, he knew he wouldn't make more mistakes he was sure of it because of that I think that the wings represent Icarus
(if I was right also Italian son of philosoph / artist) his father told him not to go too high or too low in this case of Italy: Not to get into a depression and time travel to hope it will be okay. Also the father of Icarus told him to stay close to him and not to fly alone. Italy was scared of being left behind alone by the others so he decided to do the opposite: "do everything on your own" that's what Icarus as well did (well I think he was just stubborn.) Icarus crashed with a big smack into the sea, in theory, Italy did the same. He sank further and further into the time travels and at least he didn't remember anything about the things from before the mansion. The flag represents surrender of all the "deaths" he caused from time traveling(?) and of all the regrets that he's been through, lying to his friends and making things go over and over again. He can't just take it alone and in my opinion, I would rather be dead like the others than seeing everything again in front of my eyes. That's why I think Italy surrenders.
